Þegar ný ríki ganga í ESB fá þau ekki fullar beingreiðslur sameiginlegrar landbúnaðarstefnu strax heldur byrja á 25% og hækka um 5 prósentustig á ári þar til fullu jafnvægi er náð á um 10 árum. Umbótin 2023–2027 innleiddi ytri samleitni sem miðar að því að allar þjóðir fái að lágmarki 90% af meðalgreiðslum ESB á hektara fyrir árið 2027.

When new member states join the EU, they do not receive full Common Agricultural Policy (CAP) direct payments immediately. Under the phasing-in mechanism established for the 2004 enlargement and maintained since, new members start at 25% of the EU-15 level in year one, increasing by 5 percentage points per year (30%, 35%, 40%...) until reaching 100% after approximately 10 years. This was the arrangement for the EU-10 (2004), EU-2 (2007, Bulgaria and Romania), and Croatia (2013). For Croatia specifically, direct payments started at 25% in 2013 and were scheduled to reach full convergence by 2022. The 2023–2027 CAP reform introduced 'external convergence', aiming to bring all member states' average per-hectare payments to at least 90% of the EU average by 2027, which accelerated convergence for the newer members.

The phasing-in schedule can be modified in accession treaty negotiations. New member states are permitted to 'top up' EU direct payments with national funds (complementary national direct payments, CNDP) during the phasing-in period. The total (EU + national) payment cannot exceed what the farmer would have received under full CAP membership. Iceland's very different agricultural structure (dominated by sheep and dairy, minimal arable) means per-hectare payments would be calculated differently.
