Iceland's Individual Transferable Quota (ITQ) system, established in 1990, is one of the earliest globally. Key features: quotas are permanent, divisible, and freely transferable subject to Ministry registration and anti-accumulation rules. Flexibility mechanisms include species switching, rollover of up to 15% of annual quota to the following year, and temporary transfers. The European Parliament's 2012 assessment noted that Icelandic ITQs have delivered biological sustainability but significant consolidation — with the largest companies holding increasing shares of total allowable catch.
