EES/ESB-löggjöf Lögfræðilegt eea coverage of eu acquis
EES-samningurinn nær til um 70–75% af regluverki innri markaðar ESB og tryggir fjórfrelsi vöru, þjónustu, fjármagns og fólks. The EEA Agreement gives Iceland, Liechtenstein, and Norway access to the EU's single market by incorporating relevant EU legislation into their national law. The EEA covers approximately 70–75% of the EU acquis by volume (measured by number of legal acts), focusing on the 'four freedoms': free movement of goods, persons, services, and capital. However, major policy areas are excluded from the EEA: the Common Agricultural Policy (CAP), the Common Fisheries Policy (CFP), the Customs Union (Iceland maintains its own customs tariff), the Common Foreign and Security Policy (CFSP), Justice and Home Affairs (partially — Schengen is separate), Economic and Monetary Union (euro), and the EU's common trade policy (Iceland conducts its own trade agreements with non-EU countries). The EFTA Surveillance Authority (ESA) and EFTA Court provide institutional oversight for EEA EFTA states, mirroring the European Commission and CJEU respectively. As of 2025, over 13,000 EU legal acts had been incorporated into the EEA Agreement since 1994, with approximately 200–400 new acts incorporated annually through EEA Joint Committee decisions.

The '70–75%' figure is an approximation that depends on how one measures acquis coverage (number of acts, pages, or policy areas). By number of policy areas, the EEA covers a smaller proportion because entire domains (agriculture, fisheries, monetary policy, foreign policy, defence) are excluded. By volume of individual legal acts, the coverage is higher because single market legislation is extensive. Some commentators say Icelanders 'already implement most EU rules' — this is true in the narrow sense of single market regulation but misses the substantial areas of EU policy that fall entirely outside the EEA.
