Many Western democracies have stricter post-employment (revolving door) restrictions than Iceland for senior government officials. Examples include: France requires a 3-year cooling-off period for senior officials before joining companies they supervised, enforced by the Haute Autorité pour la Transparence de la Vie Publique (HATVP); Canada imposes a 2-year post-employment restriction for ministers and 1 year for senior officials, enforced by the Office of the Conflict of Interest and Ethics Commissioner; the European Commission imposes a 2-year cooling-off period for departing Commissioners (extended to 3 years for the Commission President), during which they must notify and receive approval for any new professional activities; the United Kingdom has an Advisory Committee on Business Appointments (ACOBA) that reviews post-employment moves by ministers and senior officials, typically recommending 6–24 month waiting periods (though compliance is voluntary). By contrast, Iceland has no mandatory cooling-off period for ministers or senior officials, a gap highlighted in GRECO evaluations.

The effectiveness of cooling-off periods varies widely. France's HATVP is considered among the most robust enforcement mechanisms, while the UK's ACOBA has been criticised as toothless (its recommendations are advisory). The EU Commission's own rules have been criticised as insufficient after several former Commissioners moved to private sector roles in related areas. Stricter rules do not guarantee compliance — enforcement capacity is often as important as the rules themselves.
