Samband Sviss og ESB byggist á yfir 120 tvíhliða samningum frá 1999 sem veita aðgang að hluta innri markaðarins en ekki öðrum (t.d. fjármálaþjónustu). ESB hefur gagnrýnt kerfið sem of flókið og Sviss sagði einhliða upp viðræðum um stofnanaumgjörð 2021 — nýjar viðræður hófust 2025. Þetta líkan er almennt talið óhentugt fyrir Ísland sem nýtur þegar víðtækari markaðsaðgangs í gegnum EES.

Switzerland's relationship with the EU is governed by over 120 bilateral agreements negotiated since the Swiss rejected EEA membership in a 1992 referendum (50.3% No). This patchwork grants Switzerland access to parts of the single market (free movement of persons, certain services, mutual recognition) but not others (financial services, agricultural products). The system requires constant renegotiation and updating — the EU has grown frustrated with the complexity and in 2021 Switzerland unilaterally terminated negotiations for an Institutional Framework Agreement that would have streamlined the relationship. As of 2025, new negotiations are underway. The Swiss model is more cumbersome than the EEA but provides greater selectivity. It is generally considered unsuitable as a model for Iceland, which already has more comprehensive EU market access through the EEA.
