The pace of EU legislative output has shifted markedly over the decades. In 1994–1998, the EU adopted an average of 2,907 regulations and 86 directives per year. By 2004–2008, this had fallen to 1,886 regulations and 112 directives per year. In the most recent period (2019–2023), annual output averaged 1,177 regulations and 48 directives. This declining trend in regulations reflects consolidation of the single market acquis, though recent years have seen major new legislative packages (Digital Services Act, AI Act, Green Deal regulations) that are individually more complex.
