Ísland lagði inn umsókn 16. júlí 2009 og Ráðherraráðið samþykkti formlega að hefja aðildarviðræður 17. júní 2010; ef Ísland byrjaði ferlið upp á nýtt þyrftu öll aðildarríki að veita einróma samþykki að nýju.

Under Article 49 TEU, a Council decision to open EU accession negotiations requires the unanimous approval of all member states, following consultation with the European Commission and the consent of the European Parliament. Iceland's application was submitted on 16 July 2009; just under a year later, on 17 June 2010, the Council formally approved opening accession negotiations. If Iceland were to restart the process from scratch, all member states would again need to give unanimous consent before negotiations could begin.

The Article 49 TEU procedural requirements (unanimous Council decision, after consultation with the Commission and consent of the European Parliament) are stated by the author with explicit reference to Art. 49 TEU, the primary source. The application date (16 July 2009) is stated directly. The author gives the Council decision date as „17. júní" and describes it as „tæplega ári síðar" (just under a year later) than the application — the year 2010 is entailed by that phrasing and corroborated by European Commission enlargement records and existing entry PREC-HIST-004.
