Fordæmi Stjórnmálalegt finland accession
Finnland gekk í ESB 1. janúar 1995 eftir þjóðaratkvæðagreiðslu þar sem 56,9% greiddu atkvæði með (þátttaka 70,4%). Á þrjátíu árum hefur landsframleiðsla á mann nálgast ESB-meðaltal, erlend fjárfesting aukist og landbúnaður lifað af þrátt fyrir mikla endurskipulagningu. Tap á sjálfstæðri peningastefnu innan evrusvæðisins varð þó bagalegt í kreppunni 2008 og Nokia-hrunið undirstrikaði áhættu gjaldmiðilssambands fyrir lítil hagkerfi.

Finland joined the EU on 1 January 1995 following a referendum in which 56.9% voted in favour (turnout 70.4%). Finland's accession is the most relevant Nordic precedent for Iceland. Pre-accession concerns included agricultural adjustment, loss of sovereignty, and neutrality. In the 30 years since joining, Finland's experience has been broadly positive: GDP per capita converged with the EU average, FDI inflows increased significantly, and the agricultural sector survived (though with significant restructuring and CAP support). Finland adopted the euro in 1999 and has been a committed eurozone member. However, Finland has also experienced specific downsides: the loss of independent monetary policy during the 2008 crisis limited adjustment options, and the Nokia decline (unrelated to EU membership but occurring within the eurozone constraint) highlighted the risks of currency union for small economies reliant on few sectors.

Finland's land border with Russia adds a security dimension absent from Iceland's calculus. The Nordic EU members (Finland, Sweden, Denmark) have had quite different experiences, complicating the use of any single country as a model.
