The Climate Change Performance Index (CCPI), published annually by Germanwatch, NewClimate Institute, and Climate Action Network International, ranks 63 countries plus the EU on their climate protection performance across four categories: GHG emissions (40% weight), renewable energy (20%), energy use (20%), and climate policy (20%). In the CCPI 2024 (covering data through 2023), Denmark ranked 4th overall — the highest-ranked EU member state. The top three positions are traditionally left empty as no country is considered to be doing enough to limit warming to 1.5°C. Denmark's high ranking reflects its ambitious renewable energy deployment (particularly wind power), strong emissions reduction trajectory, and comprehensive climate legislation (the 2020 Climate Act committing to 70% emissions reduction by 2030 relative to 1990). Denmark's ranking is sometimes cited in Iceland's EU debate as evidence that EU membership is compatible with ambitious climate policy.

The CCPI methodology has been criticised for the subjective weighting of its policy category and for the empty top-three positions. Rankings vary year to year — Denmark has fluctuated between 3rd and 6th in recent editions. Other EU member states also rank highly (Sweden, Portugal). Non-EU countries like Norway also perform well on some climate metrics. The index measures national performance, not the direct impact of EU membership on climate policy.
