Under EU Implementing Regulation 2024/3165 (effective 1 January 2025), Iceland received tariff-free quotas for seafood and aquaculture products totalling over 30,000 tonnes across the agreement period (1 May 2021 – 30 April 2028), with an annual base allocation of approximately 15,000 tonnes. The quotas cover 8 categories including: frozen herring (840 t/yr), fresh/chilled redfish fillets (5,250 t/yr), frozen Norway lobster (210 t/yr), fish preparations/processed (4,200–11,550 t/yr), preserved fish (105–4,095 t/yr), and fresh/chilled flatfish (5,250 t/yr). Species covered include Atlantic salmon, trout, plaice, sole, turbot, cod, haddock, hake, redfish, herring, and Norway lobster. Unused quotas may carry forward until 30 April 2030. These quotas represent tariff-free access within negotiated limits, not unlimited free trade. Iceland's total seafood exports to the EU exceed these quota volumes — exports above the quota face standard tariffs. The quota structure reflects the EEA framework's separate fisheries arrangement (fisheries is excluded from the EEA Agreement's scope). Full EU membership would potentially eliminate these quota ceilings entirely but would also bring Iceland under the Common Fisheries Policy.
